If you’re a business owner or fleet manager in California, the California Air Resource Board (CARB) Emissions Regulations require transport truck owners to meet specific emissions requirements or have their registration blocked by the state’s DMV and be subject to steep penalties and fines, and the CARB Compliance Agency is actively enforcing regulations. Off-road diesel fleets are also required to switch out their equipment based on a combined horsepower sliding scale.
What and who does CARB affect?
Trucks owners located in California with trucks older than 2011 model, or using engines manufactured before 2010, are required to meet the California CARB Compliance Health-based Truck and Bus Regulation. If vehicles are not compliant, they will be blocked from registration with the state’s DMV.
Non-compliant vehicles MUST be sold outside of California and cannot be sold to residents and dealers in California. For older vehicles, CARB states they must either be replaced with a 2011 or newer vehicle or repowered with a 2010 or newer engine.
All self-propelled off-road diesel vehicles 25 horsepower (hp) or greater used in California and most two-engine vehicles (except on-road two-engine sweepers) are subject to the Regulation for In-Use Off-Road Diesel-Fueled Fleets (Off-Road Diesel Regulation). This includes rented and leased vehicles.
