How to make an offer on Keystone XL pumping stations

All four pumping stations are accepting sealed offers until May 12 (subject to early close). With Marketplace-E’s Make Offer format you can offer to buy an item at a price of your choosing. Your offer will immediately be presented to the seller who will have until the listing end date to accept, decline or counter your offer. After the end date, the seller will have an additional 5 business days to accept or decline your offer. Make sure to enter your best offer! Other offers may come in after yours and the seller can only act on the highest offer.

If the seller counters your offer, you will have until the listing end date to make a counter offer. You can accept or reject the counter offer until 5 days after the listing end date. But act fast! Other buyers can still submit higher offers while you and the seller are negotiating.

If the seller accepts your offer, congratulations! You have entered into a contract to buy the item, no other offers will be accepted, and you will receive an email with instructions to complete your purchase.
